Adds new cards based off medals, areas and NPCs while re-balancing the old cards.

Latest Changes

Elizant II no longer loves medal collecting and land grabbing. Same goes for Empower and Enfeeble.

Devourer and Wasp Bomber reverted to only numbing attackers.

Wasp Bomber always applies one of a variety of effects.

Kali: Heal dropped to +2, but DEF increased to 3.
